Korea to accept 56,000 foreign workers in 2018

The South Korean government said Friday that it will accept 56,000 foreign workers on the low-skilled work scheme next year, the same number as this year, as part of its efforts to tackle the labor shortage in the manufacturing sector. 

The committee in charge of managing the foreign labor force also unveiled plans to improve the working and living conditions of migrant workers in the farming sector and to curb foreign workers who stay illegally in the country. 

Headed by Hong Nam-gi, minister of the Office for Government Policy Coordination, the committee -- consisting of 12 relevant ministries including the Justice Ministry and Labor Ministry -- finalized its plan for foreign workers for next year. It annually reviews labor shortages in each industry and sets the quota for foreign workers based on employers’ needs. 
According to the plan, South Korea will receive about 42,300 foreign workers in the manufacturing sector, 6,600 in the farming sector, 2,600 in the fishing sector, 2,400 in the construction sector and 100 in the service sector on E-9 visas. 

Migrant workers in the manufacturing industry will be dispatched to Korean workplaces in January, April, July and October, with 60 percent of them starting in the first half of 2018. The farming sector will receive foreign workers in January, April and October. 

The plan also set the number of ethnic Koreans from Russia and China on H-2 visas at 303,000 next year. Men on H-2 visas are usually employed in the construction industry and women are usually employed in the service and hospitality sectors as they speak fluent Korean. 


“We decided on the next year’s quota to resolve the labor shortage facing SMEs, but also to protect local workers’ jobs (from being by foreign workers,)” Minister Hong said. 

According to government data, the number of foreign workers on the Employment Permit System -- which invites workers from 16 countries in South and Central Asia to fill labor shortages in the fields of manufacturing, fishing and agriculture -- is about 275,000 this year. 

Under the EPS, a state-run agency in each country selects migrant workers based on their language proficiency and sends them to Korea to fill jobs in such sectors as manufacturing, fishing and agriculture, which are shunned by Koreans due to the low pay and poor working conditions. The EPS visa allows them to work here for up to four years and 10 months.

Demand for low-skilled foreign workers continues to increase among employers, especially small and medium-sized enterprises, as they seek cheaper labor. They called on the government to allow more foreign workers, but the government remains cautious due to a public backlash over foreigners taking locals’ jobs. 

The committee also laid out a plan to prevent migrant workers from overstaying their visas and illegally working in the country. 

It said it will expand the pool of inspectors to crack down on workers who stay illegally from the current 340 to 400, and extend the crackdown period to 22 weeks. Employers found hiring unregistered workers will be penalized when applying for state loans. 

As for living conditions of workers in the farming sector, the committee said that it will stop providing foreign workers to employers that offer vinyl houses or makeshift houses as accommodation.

Many migrant workers in the farming sector live in lodging facilities provided by their employers as they often work far from town, with some news reports suggesting that many of them are forced to live in makeshift houses, containers and vinyl green houses. 

The government will also allow workers who live in poor conditions and have their wages excessively deducted for the lodging to change workplaces unless their living conditions are improved. 

Those under the EPS are not allowed to change workplaces except for certain cases such as when they are assaulted or have wages unpaid. They also need consent from their employers to change workplaces. 

Activists have long called for the abolishment of the EPS, calling it modern-day slavery. They have suggested that the government issue a Labor Permit System that would allow foreign workers to freely change their workplaces without having to get approval from their employers.

Work in South Korea for Filipinos: EPS (2018 version)

There are Filipinos looking for work abroad. A lot of the jobs available overseas require a placement fee and an agency BUT not in South Korea. For Filipinos who want to work in the country, here is the updated process. Before 2018, applicants only need to pass the EPS-TOPIK or the Korean language test to qualify. This year, the Point System has been adopted and hiring will be based on the applicant’s score in EPS-TOPIK, Skills Test, and Work Experience (and Training).
First check if you qualify ~
  • 18 to 38 years old
  • No record of overstaying in Korea
  • Physically fit
  • No amputations (complete fingers)
  • No color blindness or weakness
  • No tuberculosis
  • No criminal record
Remember that no agency is required as the process is between government to government. There are no shortcuts to the process.

Tips and processes

First, learn Korean language. You could do this through a Korean language center or on your own, by self study. There are free Korean lessons on the internet.
Second, wait for an announcement from the Philippine Overseas Employment Administration to register. The registration for the Korean test or EPS-TOPIK is only once a year. This happens in late January or early February so from now, interested applicants will have the time to prepare for the Korean language test.
The test is usually given in March or April. After the Korean language test, the successful applicant also has to pass the Skills Test (this started in 2018).
Third, from 2018 experience and training counts! In the previous years, applicants need only to pass the EPS-TOPIK to qualify for the roster or list of eligible workers to Korea. From 2018, the skills test, experience in manufacturing work and certificates of training and qualifications given by the government will now make a difference.
The jobs available in Korea for Filipinos are usually called 3D–dirty, dangerous and difficult. They require physical strength and a strong will.
Before deciding if you want to work in Korea, consider the pros and cons first.



PRO:

~ The minimum salary is regulated by the government. Foreign workers receive the same minimum as Korean workers.
~ Legal foreign workers are entitled to insurance such as health and national pension.
~ At the end of the sojourn, the foreign worker receives a “retirement” pay and could also get the amount paid for the national pension.
~ EPS workers can also get the chance to be a resident in Korea with the F-2-6 visa or change their status with the E-7 visa.
~ Initial contract is only for 3 years but it can be extended for a maximum of 1 year and 10 months. The worker can also be re-employed as a “sincere” worker. In total, the worker can stay and work in Korea for 9 years and 8 months.

CON:

~ Work can be difficult and there is a chance that employers will not allow overtime work (for higher compensation).
~ The E-9 visa is tied to the employer, so the foreign worker is not allowed to change jobs on their own.
~ The reality that some workers could end up with a not-so-nice and not-so-generous employer.
~ Some workers complain about the accommodation ~ like a lack of bed (some Koreans sleep on the floor) and living in a container van.
~ Some workers find it difficult to adapt to the culture… and FOOD!
~ Initial contract is only for 3 years.

How much can a worker earn in South Korea?

This would really depend on the company and the actual time worked but the minimum for one month is about 60,000 PHP (based on the 2018 minimum wage and January 2018 exchange rate). Most of the time, the company provides accommodation and two meals a day. HOWEVER, some companies will charge for dormitory and meals. Check the contract!

Is passing the EPS-TOPIK a guarantee that the applicant will get a job in Korea?

NO. Passing the EPS-TOPIK and the Skills Test is only a guarantee that the applicant’s name will be included in the list of possible employees. Some people get picked and some don’t. Employees prefer men because of the nature of the job but there are women who are hired as well, albeit in smaller number.
While there are more workers who experience fair treatment when it comes to wages and working conditions, it can’t be denied that there are those who are sometimes not paid or verbally and physically abused by their employers. The Korean government and NGOs have set-up migrant centers where foreign employees can seek assistance in times of trouble.
This year about 35,000 applicants took the EPS-TOPIK. Only 7,003 passed the test. After that, they need to take the SKILLS test. Any work experience related to their job they’re applying for in Korea and any training they received will be added to their score. As the POEA Deputy Administrator Joselyn Sanchez said, the higher the score the better the chance of getting a job in Korea.
For 2018, South Korea is set to hire up to 56,000 foreign workers under the EPS program. Of this total, only 5,400 will come from the Philippines. The others will be hired from the other countries in the EPS list such as Nepal, Bangladesh, Vietnam, Cambodia among others.
Since the registration for 2018 is closed. The next registration will be next year ~ so prepare for that by studying the Korean language!

The Minimum Wage Commission said that it was decided at 11PM on July 15, 2017 the minimum wage for the year 2018. There will be an increase of 16.4% to the prevailing minimum wage which is currently 6,470 won. This means that the minimum wage for 2018 will be 7,530 won.
The finalized minimum wage will be announced by the Ministry of Employment and Labor on August 5th.
